RACHEL GUALANO

Rachel is passionate about leading teams and working with stakeholders to deliver best practice regulatory strategies and change programs that deliver significant outcomes for community. 

Rachel has held leadership roles across several regulators, implementing new and world leading legislation including in OH&S, environment and in marine pilotage to improve maritime safety in Victoria.  

At EPA Victoria, Rachel established a new Waste Crime Prevention capability and led a multi-agency Waste Intelligence Network -part of the Victorian Government’s focus on building a Circular Economy.

Rachel is currently Director of the Melbourne Metropolitan Area Division – leading a large team to provide place-based regulatory services, communication and engagement. Rachel also chaired EPA’s inaugural Finance and Performance sub-committee over the last 12 months.

Rachel holds qualifications in applied science, OH&S, organizational behaviour, business management, and is a member of the Australian Institute of Company Directors.

Rachel is recognised as an Established Leader in the Institute of Public Administration Australia (Victoria)’s Top 50 Public Sector Women’s Award List of 2024.
