Vaughan was Chief Executive of Zero Waste SA and then Green Industries SA, for a total of 17 years. His 43 years in Government saw him work across natural systems, technology application and transfer and the circular economy. His role in the development of the circular economy has embraced legislation, regulation, incentivisation, infrastructure investment, policy development, collaboration and innovation. He was awarded a Public Service Medal in 2015 for his work in for outstanding public service in the area of waste management reform and policy. In 2021 he was awarded Icon SWM CE Lifetime Achievement Award by the International Society of Waste Management, Air and Water.
Since leaving Government he is focusing on consulting and volunteering his expertise where he sees it can make a difference and large impact. He chaired the SA Native Vegetation Council for 2 years and in 2022 a National Working Group concerned with developing a product stewardship system for Solar Panels for the Product Stewardship Centre of Excellence. He completed a work entitled ‘What to do about Plastics’ for a special report pertaining to the SA EPA State of the Environment Report. He was a member of the national Circular Economy Ministerial Advisory Group from 2022 (the group concluded at end 2024).
He has written and contributed to numerous submissions to government inquiries regarding container deposit scheme reform, biodiversity, packaging, waste policy, waste and circular economy strategy.
He is currently founder of Circular Economy Advisory a consulting company a board member of Tyre Stewardship Australia and a board member of the Product Stewardship Centre of Excellence.
