The concept of social licence to operate (SLO) has been gaining a lot of airtime of late.  It's not a new concept, put simply it means being a “good neighbour”, but it's something we all want, and all should be to our neighbours.  What is perhaps new however is the emphasis that regulators and the community have been placing on this concept in recent years, and the commensurate challenge that this places on our industry (and others) to demonstrate that we do have in fact have this licence.  And how can something that is possibly subjective, be both demonstrated, measured, and maintained?

To this end, WMRR has worked with Talis Consultants to develop a toolkit to assist the waste and resource recovery industry to establish and maintain a SLO.  This toolkit defines the guiding principles that will help you understand the concept of SLO, how it is established and how you maintain it. Establishing (or gaining) and then maintaining a SLO can help ensure that: 

• Your project or operating facility can be financially viable over its lifetime 
• Your local community accepts you
• The broader community understands the societal value of the project or facility, and the waste and resource recovery industry more broadly, and 
• Regulators can have confidence in your stakeholder relationships.

MARK GIFFORD Principal Waste and Environmental Consultant Talis Consultants Mark has nearly 25 years’ experience in environment protection roles in government and now the private sector. Before joining Talis he was the acting Chair and CEO of the NSW EPA and its Chief Environmental Regulator delivering regulatory services and developing and implementing policy, systems, legislative reforms and organisational change. Mark has considerable experience and a broad range of skills in regulatory practice, policy development and executive management and leadership. He has provided high level expertise and advice to Ministers, Members of Parliament, agency heads and statutory Boards. Mark is also a Deputy Member of the Board of the Tasmanian EPA and Chair of Local Planning Panels in Sydney, NSW.
